President John Dramani Mahama is said to be preparing to reshuffle Chief Executives of state institutions as his administration continues a broader reorganisation of government and reviews the performance of political appointees.

The development was contained in a notice issued on September 2, 2026, by Secretary to the President Dr Callistus Mahama, to ministers and other political appointees.

The notice links the impending CEO reshuffle to the recent ministerial changes and dissolution of selected boards, saying the measures are intended to strengthen institutional leadership, improve coordination and ensure that government appointees remain aligned with the administration’s policies and priorities.

The Presidency, however, has not disclosed which chief executives will be affected or when the changes will take effect.

Dr Mahama reminded ministers, deputy ministers, chief executives, board members and other political appointees that the President expects them to perform their duties with integrity, diligence and humility, while respecting established administrative procedures.

The notice warned that conduct that undermines government cohesion, institutional authority or the effective implementation of government policy would not be tolerated.

It also made clear that the performance of appointees across government remains subject to assessment.

“Performance across all sectors will continue to be assessed, and the President will take any further action necessary to safeguard the integrity, effectiveness and responsiveness of his Administration.”

The Secretary to the President further reminded appointees that public office is a privilege and an opportunity to serve the Ghanaian people, and urged them to cooperate in delivering the government’s mandate.

The latest warning builds on a performance review announced by the Presidency in June 2026, when ministers, state-owned enterprise CEOs and other political appointees were told that their performance would be assessed against measurable results, policy delivery, prudent management of public resources and sector-specific targets.

The outcome of that review was expected to guide decisions on retention, reassignment and possible executive restructuring.

The impending CEO reshuffle is the latest in a series of changes to the leadership structure of the Mahama administration. President Mahama recently made changes to his ministerial team and, on September 2, dissolved the boards of nine state institutions.

The affected institutions are Prestea Sankofa Gold Limited, Bulk Oil Storage and Transportation Company Limited (BOST), Volta Aluminium Company Limited (VALCO), Consolidated Bank Ghana Limited (CBG), Ghana Post Company Limited, the Road Maintenance Trust Fund, TDC Ghana Limited, the Ghana National Petroleum Corporation (GNPC) and the National Sports Authority.

The Presidency described the board dissolutions as part of an ongoing administrative reorganisation, with the boards expected to be reconstituted in due course.
